Dr. Summer Frazier, MD

Dr. Frazier hails from Southern California where she graduated from Loma Linda University in 2010.  She specializes in family medicine and acupuncture which she uses for a variety of ailments with successful results.  If you’re interested in acupuncture or would like to speak with Dr. Frazier about what acupuncture can do for you, call the Bishop Clinic and make an appointment.

Dental Director

Parisa Payman, DDS

Parisa Payman, Doctor of Dental Surgery, has been working at Toiyabe as the Chief Dentist since 2007. Parisa earned her bachelor’s degree in biology from the University of Virginia, receiving her dental degree from Virginia Commonwealth University School of Dentistry.

Besides working as a dentist, Parisa enjoys writing grants for Toiyabe to help fund dental equipment and oral hygiene products. She also takes part in outreach programs to help lessen the oral health care disparities.

Toiyabe Dialysis Center, located in Bishop, serves our region by providing care for Renal Disease with the goal of complete patient rehabilitation. We are the only certified provider of Dialysis services in Owens Valley. Dialysis services are also available to locals and visitors vacationing in the Bishop area. 

Coming in 2023! A new state-of-the-art Dialysis Center will be located at our main Bishop facility. More information will be posted closer to our grand opening.

Dale Newell

Dale Newell has been working at Toiyabe since 1992. He attended the University of Nevada Reno, Western Nevada Community College and the University of Utah. 

Dale is a member of the Lone Pine Paiute Shoshone Tribe and lives on the Lone Pine Paiute Shoshone Reservation.

Toiyabe Indian Health Project features a full-service pharmacy on our Bishop campus. Our pharmacy team is comprised of pharmacists, technicians and clerks. Our licensed pharmacy has recently upgraded to new software, hardware and robotics to meet the demanding needs of our profession. Pharmacists are available for prescription consultation anytime during business hours without an appointment.

Refill Information

We are excited to promote our new process of ordering refills. Simply download the “Refill Pro” app onto your smart phone. Using your cell phone camera, scan the bar code on your prescription label and submit this information to have your prescription refilled. On those occasions when we need to reach out to your provider, our system will automatically place your request in their work queue. Once authorized for refill, in most cases, your prescription will be prepared the same day. Text messages can be automatically sent to your phone notifying you when your prescriptions are ready to be picked up. Please reach out to our pharmacy staff for assistance.

Over the Counter Medications

Our pharmacy offers a variety of self-care medications to assist you in your daily needs. Whether you’re looking for something to manage mild pain, reduce stomach upset, or you simply want a common daily vitamin, we likely have something to help you out. We stock over a hundred items offered at no charge to our tribal members and employees. Pharmacists are standing by to answer your questions and help you select the medications that best meet your needs. We only ask that you limit your selections to 3 items during each week.

Dave Carroll, PharmD

In 2020, David Carroll joined the Toiyabe staff as the Director of Pharmacy. He received his Doctorate of Pharmacy in 1985 from the University of the Pacific, College of Pharmacy.

David owned and operated a pharmacist staffing agency for 27 years and his own independent pharmacy for six years.

Toiyabe has been providing basic optical services to our Native American population since 1978 and became a full service provider of Optometry in 2017 with the addition of Dr. Stuart Hiroyasu. In 2022, we also welcomed a second Optometrist, Dr. Susana Tang, to allow us to serve our communities’ high demand for Optometry services.

 

Our Optometry department can perform your next eye exam and is well stocked with a wide variety of competitively priced frames. We also offer an array of lens options for glasses and full contact lens services. Our Optometrists ensure your eyes are healthy through advanced retinal imaging and other techniques used to diagnose and treat diseases of the eye. We accept Medicare, Medi-Cal, and most optical insurances.

DIRECTOR OF OPTOMETRY

Stuart Hiroyasu, OD

Stuart Hiroyasu has been the Chief Optometrist at Toiyabe since 2017. He graduated with a BS in biology from UC Riverside, attending optometry school at Southern California College of Optometry shortly after.

Stuart had his own private practice in Bishop for 23 years before starting work with Toiyabe. He enjoys working within this community and appreciates the integrative care and approach to care here.

Toiyabe Family Services is committed to increasing community awareness about mental health concerns and spreading the message that recovery is possible. We strive to reduce stigma, increase understanding, and promote compassion for those struggling with mental health and substance use challenges. Our team provides a comprehensive healing and wellness program by integrating traditional cultural practices and Western medicine treatment modalities. Our target population consists of the seven tribal communities of the Toiyabe Indian Health Project consortium. However, our clinic is open to all community members, including non-tribal members. We open our doors in the spirit of healing the community.

Family Services strives to strengthen Native American individuals and families by providing professional therapy tailored to the needs of our patients, with a strong emphasis on cultural and traditional activities. Our experienced team offers a range of services to adults, adolescents, and children. Additionally, Family Services hosts outreach and prevention activities throughout the year, such as our annual Walk for Life suicide prevention event, annual Youth Trade Walk, and various community education and outreach events.

Wellness & Recovery

The Wellness and Recovery Team strives to create a supportive and stigma-free environment to walk the path of recovery. Services offered include level-of-care assessments, daily outpatient treatment, Medication-Assisted Treatment, Contingency Management, and more.   

Behavioral Health

Our Behavioral Health program provides professional individual, family, and group therapy. The clinical team strives to provide high-quality, trauma-informed, and culturally competent treatment. Psychiatric care is available to patients who are engaged in our services. Telehealth is available for both therapy and psychiatric services.

Youth Prevention

The Family Services Youth Prevention Program organizes culturally based outreach events, educational activities, and health awareness campaigns to address behavioral and public health issues, such as the prevention of drug and alcohol use, suicide awareness, and pregnancy prevention.

Family Services Director

Michelle Saenz, MA LMFT

Michelle Saenz has been the Director of Family Services since 2013. She is a licensed marriage and family therapist, and received her education from Pepperdine University and UC Berkeley. Her background as a psychotherapist has allowed her to work in several different settings, including a psychiatric hospital, county mental health service, and a residential treatment center prior to joining the Toiyabe team.

Toiyabe Public Health supports patients, Elders, and families to live a healthy life, including assisting patients in times of medical need. In addition to the WIC, Elders, and Community Health programs, Public Health also oversees the Pre-Diabetes Program, funded by CRIHB. The program efforts include capacity building within Toiyabe to prevent Diabetes, and working with patients diagnosed or at-risk of pre-Diabetes.

Community Health

The Community Health program focuses on the health of the community as a whole and its individual members. The goals of the program aim for three health care levels: health promotion, disease prevention and health maintenance.

Diabetes Care & Prevention

Information and clinical support to Native Americans to better manage their diabetes through physical activity, nutrition, and culture.

Elders

The TIHP Title VI Elders Nutritional / Supportive Services is a program of Tribal government whose intent is to provide services to the Tribal Elders of the reservations and service areas. This program serves those with the greatest economic and social needs. 

Nutrition Services

The Nutrition Services Program helps patients learn how to lead a healthier life through better food choices while working with a dietician. 

Women, Infants & Children

WIC, the Women, Infants and Children Program, is a nutrition program that helps pregnant women, mothers who recently had a baby, and children up to age 5 eat well, be active, and stay healthy.

DIRECTOR OF PUBLIC HEALTH

Tina Cassar, DNP-BC

Tina Cassar Hansen, Board-Certified Family Nurse Practitioner, began working at Toiyabe in 2018 as a Public Health Director. She received a Bachelor of Science in Public Health, continuing her education by receiving a masters degree in family practice, followed by a doctoral degree after completing a fellowship in Rheumatology. Tina specializes in arthritis and autoimmune diseases, utilizing modern medicine with a holistic approach.
